These are the steps to use Pokemon Inclement Emerald Cheats GBA ROM with Visual Boy Emulator:
- Open the VBA emulator.
- Select File >Open and choose the Pokemon Inclement Emerald ROM.
- When the game starts, select Cheats >Cheat list from the VBA menu.
- Select Gameshark.
